Overview

The course deals with the analysis of the international relations of the Latin American countries and the other main geo-economic regions of the world; i.e.: Europe (European Union), North America (NAFTA) and Asia (ASEAN). Main aspects to be taken into account are: economic cooperation, trade issues, business development and socio-political aspects. Although all the regions will be taken into account in their internal and external (inter-regional) relations, a special stress will be put in the cases of: (i) the economic relations of Latin America with the E.U., NAFTA and ASEAN; (ii) the economic relations within the Latin American Region; (iii) the role of international organizations and multinational corporations in economic development; and (iv) The prospects of China and India as economic leaders of the world. The analysis will be complemented with selected case studies

General Objectives of the Course
The course deals with the analysis of the international relations between the Latin American countries (L. A.) and other main geo-economic regions of the world; i.e.: Europe (European Union / E.U.), North America (NAFTA), and Asia (ASEAN). Main aspects to be taken into account are: economic cooperation, trade issues, business development and socio-political aspects.
Although all the regions will be taken into account in their internal and external (inter-regional) relations, a special stress will be put in the cases of : (i) the economic relations of Latin America with E.U., NAFTA and ASEAN; (ii) the economic relations within the Latin American Region (MERCOSUR, CAN, the proposal of ALBA); (iii) the role of international organizations and multinational corporations in economic development (including the subjects of: training of human resources and technology transfer), and (iv) the subject of the present hegemonic power of the USA versus the prospects of China and India.
The course is designed under the "Case Study" concept. Therefore, the analysis will be complemented with selected case studies

Course Syllabus
Chapter1 : Course Introduction. Evolution of the international economic relations: from the "Three Worlds of Economics" to present day " Global Economy". The future of capitalism in the present context of globalization (positive and negative aspects; the crisis of globalization: Asia, Rusia, Argentina).
Chapter 2 : Internal and external factors that affect the economic relations between L. A. (and other Less Developed Countries), with the industrial countries (I.C.: USA, EU, ASEAN). The role of international organizations (IMF, OMC, UNCTAD). Objectives and proposals for L. A. in the next decade.
Chapter 3 : Economic integration and globalization. First and second generation economic integration schemes in L. A.. From LAFTA to MERCOSUR: economic growth and investment opportunities. The prospects of a South American Union. The proposal of ALBA.
Chapter 4 : The economic integration between L. A. and the European Union. A brief picture of the E.U. and the evolution of its relations with L.A. The case of the Framework Agreement between MERCOSUR and the E.U.. Present situation and future prospects of L.A. and E.U. integration vis-a-vis other global actors (North America, Asia).
Chapter 5 : The Pan-American Case: from the "Alliance for Progress" to the "Initiative for the Americas". Present situation of NAFTA. The proposal and future prospects of a Free Trade Association of the Americas (FTAA / ALCA).
Chapter 6 :The Case of Asia: from ASEAN 6 thru ASEAN 15. Present status of the business and trade negotiations between Asia and Latin America (the China - Argentina Case). The prospects of China and India as economic leaders of the world.
Chapter 7 : Business and trade facilitation in a global context: (i) Knowledge and Information : the role of Europe, USA and ASEAN, in narrowing the gap with the less developed countries; (ii) Technology transfer and foreign direct investments, the role of multinational corporations; (iii) New concepts in international business and trade: Case Study on Trade Facilitation between L. A. and the E.U.
